Pre-Qualification Round 9 (often abbreviated PQR9), was a pre-event held for the eighteenth edition of the North Vision Song Contest. Five countries participated and two of them qualified to the semi finals. Lithuania was chosen as the host country and the venue was the Compensa Concert Hall in Vilnius.

Vilnius is the capital of Lithuania and its largest city, with a population of 542,664 as of 2015. Vilnius is located in the southeast part of Lithuania and is the second largest city in the Baltic states.
Vilnius is the seat of the Vilnius City Municipality and of the Vilnius District Municipality. It is also the capital of Vilnius County. The first known written record of Vilnius as the Lithuanian capital is known from Gediminas' letters in 1323.
Vilnius is classified as a Gamma global city according to GaWC studies, and is known for the architecture in its Old Town, declared a UNESCO World Heritage Site in 1994. Its Jewish influence until the 20th century has led to it being described as the "Jerusalem of Lithuania" and Napoleon named it "the Jerusalem of the North" as he was passing through in 1812. In 2009, Vilnius was the European Capital of Culture, together with the Austrian city of Linz.
Bidding phase
The hosting submissions for the pre-qualification round started on 6 February 2016. Three countries applied to host the event, the lowest amount of applicants since the first edition. Lithuania was the first country to join the bidding phase; they selected the Compensa Concert Hall located in Vilnius as their venue of choice with a capacity of 3,000. Slovakia joined the bidding phase second with the Stage Mista International Arena in Bratislava which can hold up to 5,000 people. The third and last country to join the bidding phase was the United Kingdom who applied to host the event with Brighton Dome Concert Hall in Brighton which has a capacity of 1,700.
The host was selected through a poll. After two days of voting, Lithuania was selected as the host of the event with 39 out of the 66 votes.
